Updated regional legislation on pet ownership for domestic animals by ZSC deputies
In Krasnodar Krai, discussions centering on revisions to the "Animal Welfare and Protection" law were held during a session of the Legislative Assembly. The convenor, Alexander Djeus, who is the head of the committee on natural resource use, ecological safety, sanatorium-resort complex, and tourism, presented the revised document.
Djeus specified that alterations have been implemented in the Russian Code of Administrative Offenses concerning the responsibility of citizens and individual entrepreneurs for breaches of the Federal Law "On Responsible Treatment of Animals." Due to these adjustments in the federal law, clarifications and amendments are being introduced in the regional law to prevent duplication.
Yury Burlachko, the chairman of the Legislative Assembly, commented on the adopted amendments. He stressed that numerous residents of the Kuban region take care of pets, and the existing legislation regulates their welfare and protection effectively.
Burlachko further added that the revisions aim to enhance the comfort of animal transportation in public transport for the animals and ensure the safety of others. They will also clarify the rules for walking domestic animals.
While no specific details about these changes in Krasnodar Krai are currently available, it is worth noting that a bill was introduced in the State Duma in February 2025, leading to significant controversy. This bill proposes that sterilized animals should not be returned to the streets due to concerns about public safety, particularly in relation to attacks on children[1].
