Denmark's intention to reduce book taxes sparks concerns among readers
In a significant move aimed at encouraging a love for reading among the young and promoting a more accessible literary landscape, Denmark's Minister of Culture, Jakob Engel-Schmidt, has announced the intention to eliminate taxes on books.
This decision comes in response to a "reading crisis" in Denmark, where only 8.3 million books were bought in 2023, in a population of 6 million. Engel-Schmidt is keen to ensure that the tax abolition leads to a reduction in book prices, not just increased profits for publishers.
The current tax rate on books in Denmark is 25%, considered the highest in the world. This high tax rate generates an annual tax revenue of 43.8 million euros. In contrast, Italy, which sells 115 million copies of books annually, enjoys a reduced VAT rate for editorial products, including books and supplements sold together with the copy.
Engel-Schmidt also proposes improving cooperation between libraries and schools to introduce more children to good literature. He emphasises the importance of starting book promotion from childhood.
The effectiveness of eliminating taxes on books in expanding the audience of enthusiasts is uncertain. However, Sweden, which reduced its tax on books in 2001, saw an increase in sales. Norway has already reduced the tax rate on editorial products to zero, but the impact on reading habits is yet to be fully understood.
Finland and Sweden apply tax rates of 14% and 6% respectively on books. Italy's VAT rate for paper books is 4%, and for certain categories of readers, such as those for people with disabilities, the VAT rate is zero.
Engel-Schmidt's plans to reduce the price of books in Denmark may not necessarily gain new readers, according to analysts. However, the minister is determined to make books more affordable and accessible, hoping to foster a culture of reading in Denmark.
